# Frozen Payments in Online Gaming: What You Can Do

Why gaming payments get frozen, what a chargeback really is, which complaint routes are open, and where consumer protection stops.

Three things get called a freeze. A platform can hold your cash. Your bank can act on your account. The police can put a lien on the money. Only the bank case has a clear complaint path. You go to the bank first. Then you go to the Reserve Bank Integrated Ombudsman Scheme ([RB-IOS 2026](https://webassets.rbl.bank.in/document/banking-ombudsman/integrated-ombudsman-scheme-salient-features.pdf)).

A chargeback rarely helps here. NPCI says a UPI payment cannot be stopped once you start it ([NPCI UPI FAQ](https://www.npci.org.in/what-we-do/upi/faqs)). This page maps each route. It shows the gate on each one. It also shows where consumer law stops, because money games are now banned.

## Three different things get called a freeze

The word covers three events. Each has its own cause. Each has its own way out. Mixing them up costs you weeks.

So the first question is not how to get your money back. It is who holds the money now. That answer drives every step after it. Often the holder is not the party you paid.

People misread row one. A platform hold is not a fight between equals. There is no rule book you can point to. The other side writes the rules. It reads them, and it decides.

Row three is the one nobody sees coming. It can land with no call and no email.

## The lien nobody tells you about

Cyber fraud reports in India feed one big system. It tracks the money from account to account. It then marks a lien on what it can still reach ([LiveLaw](https://www.livelaw.in/articles/cfcfrms-reading-mha-new-account-freeze-sop-537503)).

The reach is the shock. In one case, 13.5 lakh rupees was locked in a Kochi firm's accounts. No notice came first. The firm sat at layers nine and ten of the money trail ([LiveLaw](https://www.livelaw.in/articles/cfcfrms-reading-mha-new-account-freeze-sop-537503)).

Nine layers out means one thing. You can be far from the first complaint and still lose your balance. You need not have dealt with the person who complained. You only need to be in the chain.

The same report tells of a bank that would not share the freeze order. A request for facts went unanswered for months ([LiveLaw](https://www.livelaw.in/articles/cfcfrms-reading-mha-new-account-freeze-sop-537503)). So the freeze is not the whole harm. Not being told why is the other half.

The courts have taken note. On 4 August 2026 the Supreme Court told the Reserve Bank to draft a standard operating procedure. It covers mule accounts. It also covers accounts tied to cyber fraud. The Court asked for grievance modules and modules to give money back. It asked for frozen cases to move faster ([News on AIR](https://newsonair.gov.in/sc-directs-rbi-to-prepare-sop-for-dealing-with-mule-accounts-bank-accounts-linked-to-cyber-fraud/)).

Is that plan out yet? What notice must a bank give you? Both answers need the RBI circular. We could not find it.

## What a chargeback actually is

A chargeback is not a refund. A refund comes back from the party you paid. A chargeback is forced through the payment system.

In UPI that system belongs to NPCI. NPCI owns and runs UPI. It sets the rules, the roles, and who pays when things go wrong. It also gives payment apps the tool used to raise a chargeback ([NPCI roles and rules](https://pay.google.com/intl/en_in/about/external/npci/)).

Note who raises one. Your bank or app does it for you. You cannot file one yourself. You are not a party to the settlement.

Cards work in another way, and people carry the card habit over. On a card, a disputed charge is pulled back from the seller. UPI has no such tool for a payment you approved.

## Why that rarely helps in this situation

Start with the way UPI is built. NPCI says a payment cannot be stopped once you start it. The other side is paid at once ([NPCI UPI FAQ](https://www.npci.org.in/what-we-do/upi/faqs)).

That is how a push payment works. You approved it. It went through. Nothing broke.

Dispute tools exist to fix what broke. They do not exist to undo a choice. That gap is why these claims go nowhere.

Real faults do get fixed. A payment that fails is reversed in real time. If no refund lands within an hour, NPCI says to call your bank. A slow credit to the other side can take up to 48 hours ([NPCI](https://www.npci.org.in/what-we-do/upi/faqs)).

So a dispute asks a narrow question. Did the payment do what you told it to do? A payment that worked is not a fault. That holds even if the service let you down.

Then comes the second wall. Section 7 of the PROG Act 2025 covers anyone who helps move money. None of them may send funds to an online money game ([Act text, MeitY](https://www.meity.gov.in/static/uploads/2025/10/8a7f103cefc68ed8aaa2ebc9a2ed7c13.pdf)). A claim to undo such a payment rests on that same payment.

## Which routes are technically open

Some routes are open. Each is narrower than it sounds. Each has a gate.

The Ombudsman route has a hard edge. It deals with poor service by a Regulated Entity. It leaves out a matter that is already before a court, a tribunal or an arbitrator. It also leaves out a matter such a body has settled ([RB-IOS 2026](https://webassets.rbl.bank.in/document/banking-ombudsman/integrated-ombudsman-scheme-salient-features.pdf)).

You file at the portal cms.rbi.org.in. You can also call the contact centre on 14448 ([RB-IOS 2026](https://webassets.rbl.bank.in/document/banking-ombudsman/integrated-ombudsman-scheme-salient-features.pdf)). That path covers your bank. It does not cover an offshore platform.

One more point about your own bank. Under the record-keeping rules, a bank may close an account after due notice. That can happen if you do not give the KYC records it must hold ([RBI KYC FAQ](https://www.rbi.org.in/commonman/english/Scripts/FAQs.aspx?Id=3782)). ## Consumer protection does not stretch this far

We will put this plainly. Softer wording would mislead you. For a banned activity, the usual consumer safety net is not there.

The Consumer Protection Act, 2019 is built around a consumer who pays for a service. Its subject is poor service ([Act text, India Code](https://prsindia.org/billtrack/the-consumer-protection-bill-2019)). It has real teeth as well. A claim must come within two years. The forum you file in is set by the value you paid ([Sections 34 and 69](https://prsindia.org/billtrack/the-consumer-protection-bill-2019)).

Now set that next to the gaming law. Section 5 of the PROG Act 2025 bans offering an online money game ([MeitY](https://www.meity.gov.in/static/uploads/2025/10/8a7f103cefc68ed8aaa2ebc9a2ed7c13.pdf)). The Act has been in force since 1 May 2026 ([Nishith Desai analysis](https://nishithdesai.com/research-and-articles/hotline/gaming-law-wrap/setting-the-rules-of-the-game-indias-online-gaming-law-comes-into-force-15586)).

We do not know how a consumer commission treats a claim about a banned money game. That needs a reported ruling after 1 May 2026. We found none.

So here is the honest summary. The routes that work guard your ties with Indian banks and apps. Nothing guards your ties with the platform.

## The records that decide any complaint

Every route above turns on proof. Weak claims are claims written from memory.

- Dates and amounts of each payment, in order.
- The payee name on the payment screen, just as it showed.
- Payment reference numbers from your bank or app statement.
- What you were told, and when, in writing.
- The date and number of your first written complaint.

Look hard at item two. A payee name with no link to the platform is a finding in itself. Our [checks page](/guides/how-to-spot-a-fake-cricket-app) says what it signals.

### What your first written complaint should state

The first letter sets the clock and the record. Keep it short and dry. State facts, then ask for one clear thing.

- Your account number, and the branch or app you used.
- The exact date each payment left your account.
- The words the bank or app used when it said no.
- What you want done, in one line.
- A request for a written reply with a case number.

Send it by email or on the bank portal, not by phone. Save the case number they send back. Keep the ninety-day rule in mind too. Under the Ombudsman scheme you must file within 90 days of the reply you are unhappy with ([RB-IOS 2026](https://webassets.rbl.bank.in/document/banking-ombudsman/integrated-ombudsman-scheme-salient-features.pdf)). The clock runs whether you are ready or not.

## Questions people ask

### Can I reverse a UPI payment I already approved?

No. NPCI says a payment cannot be stopped once you start it. The other side is paid at once ([NPCI UPI FAQ](https://www.npci.org.in/what-we-do/upi/faqs)). Only a payment that fails or is declined gets a reversal on its own.

### Who can raise a chargeback in UPI?

Your payment app or bank does, not you. NPCI runs the system that lets them raise a chargeback. It also sets the rules and says who pays ([NPCI roles and rules](https://pay.google.com/intl/en_in/about/external/npci/)).

### My bank froze my balance without telling me why. Is that possible?

It happens. Reporting tells of a lien placed with no notice first, and of a bank that would not share the order ([LiveLaw](https://www.livelaw.in/articles/cfcfrms-reading-mha-new-account-freeze-sop-537503)). On 4 August 2026 the Supreme Court asked the RBI for a standard plan ([News on AIR](https://newsonair.gov.in/sc-directs-rbi-to-prepare-sop-for-dealing-with-mule-accounts-bank-accounts-linked-to-cyber-fraud/)).

### How long do I have to escalate to the Ombudsman?

You may go there if the entity turns your complaint down. You may also go there if it does not reply in thirty days. You must then file within ninety days of that reply ([RB-IOS 2026](https://webassets.rbl.bank.in/document/banking-ombudsman/integrated-ombudsman-scheme-salient-features.pdf)).

### Can a consumer commission get my money back from a betting site?

The Consumer Protection Act, 2019 is built around a service you paid for ([Act text](https://prsindia.org/billtrack/the-consumer-protection-bill-2019)). How a commission treats a banned money game is not settled. We found no reported ruling after 1 May 2026.
